Vegeta uses the timeframe "In years past" or something like that. So he was thinking of them being stronger than himself at the time of their confrontation not compared to his current power level.
No mention of Broly's power. Just that he loses control when he fights. The context Goku is using is that Broly is getting better at controlling his mind during combat.

The only reason there is an argument is because of statements that imply Kid Buu is stronger. However, they are contradicted by feats that show us that Buuhan is clearly stronger.
In the movie, Goku says that Hatchiyack is stronger than Broly. That's pretty cut and dry.
Both Hatchiyack and Broly have better feats that would put them above Perfect Cell.

CG Piccolo fought comparable to Vegeta/Future Trunks in the Cell Games. So in order for Vegeta to be above Piccolo in base he would have had to multiple his power by > 50x to be able to beat Piccolo in base. In addition to the gains Piccolo made in the 7 year jump.
