Elder Kaioshin and Kibito Kai?

Do you guys notice that they were replaced by Beerus and Whis? It was also the same thing in early DB like

Roshi was replaced by Kami
Kami was replaced by King Kai
King Kai was replaced by Supreme Kai
Supreme Kai was replaced by Elder Kaioshin
Elder Kaioshin will be replace by Whis and Beerus?

I don't think supreme Kai was replaced he was more of a I need your help for this kinda character similar to future trunks.
King Kai is still here and there helping them like against Buu, he was with Goku in bog.
Supreme Kai's usually just chill in their on planet.
Kami was relevant until android saga. He contributed in training the peeps for the sayains. He helped a lot with that big revive everyone and transport them here plan in Namek but sadly due to plot his character came to an end in android arc.
All characters are relevant until they show no purpose
This is why the humans are useless now they don't really serve a purpose.
