Who was stronger in the Gero Arc, Cell Games Arc and Buu Saga?

Obviously Cell arc. Nothing suggests Piccolo is much stronger in the Boo arc, but nothing suggests he's any weaker.

No I mean is his anime or manga version stronger in each arc, based on feats or statements.
