Sidra (Retconned) vs Black Frieza?

This is assuming that all Hakaishins' power was reconfigured and they had the same power increase.

VJump at least says that Black Frieza is close to the power of a Hakaishin, would that mean that Black Frieza is still not on the level of Beerus or even any Hakaishins?

There's no retcon. Freeza is definitely stronger than weaker GoDs like Belmond and Sidra, but weaker than the stronger ones like Beerus and Quitela.
