As I explained HERE, the SSJ2 multiplier in the anime must be at least 4x. And since the SSJ3 multiplier must be way larger, considering the hype, the hair length, and the duration/visuals of the transformation, I think 10x has a nice ring. That gives us room to place the various forms of Gotenks below Goku and still have SSJ3 Goku somewhat relevant to the top tier at the end of the saga.
