It's not a matter of relying on them as much as Rage-Boosts shows how much more potential is there.
The difference between Cell killing FutureTrunks & Kicking LordBeerus's butt was years of training.
That Rage-Boosts shows how much more they're capable of at that point, how much more of an increase they've gained & how much more potential strength they have available.
Like say SuperSaiyan Vegeta reached level 10 at that point, a Rage-Boost shows as a SuperSaiyan he still has the potential to reach level 11
A Rage-Boost isn't going to increase beyond what you're capable of when it's not available at all.
After so much training fighting LordBeerus as a SuperSaiyan 2 Vegeta was at level 20, after his Rage-Boost it shows as a SuperSaiyan 2 Vegeta has the potential to increase his SuperSaiyan 2 level to 30 or 40.
Vegeta has so much more potential at a SuperSaiyan 2 level to be stronger than at that point Goku's SuperSaiyan 3.
If Vegeta trained then he could keep that SuperSaiyan 2 level of 30 or 40 he temporarily gained from the Rage-Boost against LordBeerus.

If Vegeta reached SuperSaiyan 2 before Gohan, then a FinalFlash from SuperSaiyan 2 Vegeta would wipe out PerfectCell completely.
FinalFlash would have alot faster charge & be stronger.
