Would General Blue's psychic-powers have worked on Tao-Pai-Pai in the manga?

Tao was portrayed as practically invincible at that point, so I doubt they'd work on him. The gap Tao had on Blue was ridiculously large, and Goku had to get many times stronger to defeat him. I kind of like the anime showing Blue attempting to use his psychic powers and failing.

I agree. You know I like that about the anime. At-times it can really emphasise something and really show you the point they want to make.

That being said though, this in a weird way can actually fit with DragonBall Super since characters there despite power differences can still affect others with their special-techniques...if it wasn't for Chaozu's psychic-powers not working against Nappa.

I think AT showed that even an immense power-up can overcome severe debilitations demonstrated by SSJ Vegito's ability to tool Buuhan as a mere piece of candy. I doubt it'd even faze Tao-Pai-Pai.
