Counters to Enel's Devil Fruit

How could someone with no Devil Fruit power (Zoro ex.) stop Enel's Devil Fruit power? I feel that it would be ridiculous if Enel could beat current Zoro for example, or Shanks (if he doesn't still have a Devil Fruit).

I think Enel can beat Zoro. That said, Rayleigh's explanation of how to beat a logia is how Shanks would beat Enel.

Haki? I don't see how Haki would stop you from getting electrocuted.

As said above, Busoshoku Haki would get the job done pretty easily, especially when Enel's a glass cannon. Without Haki or DF though, I'm not sure.

With Busoshoku haki. Zoro could defend themselves against Enel electricity with his Haki and beat him easily. The current Smoker would be more than enough to crush the Enel of Skypiea.
