...or at-least could be argued to be.

Some from what I've heard or think so myself:

Matrix - Ghost in the Shell

Rocky - Ashita no Joe

Star-Wars - Space Battle-Ship Yamato

Inception - Paprika

Lion-King - Kimba

Atlantis - Nadia/Laputa

EDIT: Hollywood as in big-budget movies from Americaaaaaaaaaaaaaa!!!

Dragon Ball ripped off Enter the Dragon, Jackie Chan movies and the Terminator franchise. It also recently admitted to ripping off Ultraman with the concept of Goku Black.

I think Naruto may have ripped off Harry Potter as well since Kishimoto admitted to enjoying that movie series along with others such as The Matrix.

"ripped off" is a bit much for most of these
Aronofsky also aped a scene from Perfect Blue in Requiem for a Dream
Lion King did not rip off Kimba, not even close

Hokuto no Ken was basically a Mad Max fanfiction with Bruce Lee/Stallone as the MC for its first arc

There are literal scenes ripped-out from what I heard as-in side-by-side comparison. Is it arguable?
I don't doubt this could be possible, but this seems to be your foregone conclusion, that these anime series are being plagiarised when there are simpler explanations. The Rocky story for example of an underdog boxer is quite generic and doesn't require plagiarism, even so, Gothic pointed to a real life boxer who was most notable for going the distance with Muhammad Ali, and that inspired Rocky.

That movie we referenced definitely ripped a few scenes from Perfect Blue, I've seen comparisons.
