Apparently the Millennium Rod only "chose" Yami Marik and Kaiba (whose previous life was its original owner) to be able to decipher Ra's special abilities. Regular Marik only knew how to unlock Ra from the sphere, apparently. Just plot to make sure Yami Marik doesn't lose until he faces Yugi.

Apparently the second and third lines can't be read unless you're chosen by the Rod or the Puzzle. Yami Marik was the one whom the Rod accepted apparently, while normal Marik could only use it due to technically being the same person.

Very strange set of rules. Why only the Rod and Puzzle? Why couldn't Bakura read it by having the Ring?

Kaiba's past life was the Pharaoh after Atem died sealing his soul inside the Puzzle, and he had the Rod. Not gonna spoil any of the events in Millennium World for you though.
