The game has a roster of 40 characters; 5 from each of the 8 universes. No more, no less.

Who would you want/expect to be from each of those teams? Since it's a game, the focus should be on who represents the universe best and who would be most fun to play as, rather than just who are the five strongest from each universe.

Inspired by the Yu Yu Hakusho Dark Tournament game, which gave even the fodder teams a minimum of four playable fighters.

Universe 2:
Ribrianne
Kakunsa
Roasie
Jimizu
Either Bikal or Zirloin

Ribrianne's group are the default choice. Jimizu's Shunkan Ido provides him some worth in combos and the last spot goes to either Bikal for her flight or Zirloin as that black hole attack with the 2 other members would be an obvious choice for an ultimate attack.

Universe 3:
Nigrissi
Koichiareta
Anilasa
Maji-Kayo
Catopesra

Nigrissi is given some significance in the anime. Koichiareta and Anilasa were the most plot relevant members. Maji-Kayo's body would provide a more unique playstyle than the others and Catopesra has the most personality of the bunch with his amplification gimmick allowing for him to buff up his stats through status moves similar to how certain Blast 1s worked in the Tenkaichi games.

Universe 4:
Ganos
Dercori
Gamisalas (with Damon)
Shosa
Caway

Ganos is the most relevant in the anime. Dercori's talisman gimmick gives her a unique fighting style. Gamisalas would be difficult to implement due to his invisibility, but you could easily make his outline visible so he's not too broken, with Damon working better as a support to his through combos rather than his own character due to his size. Shosa's very careful and oriental martial arts attacks make for him having some unique combos and Caway is just there for the eye candy.

Universe 6:
Hit
Kale/Kefla
Cabba
Frost
Magetta/Botamo

Hit is a given. For Kale or Kefla, it's a difficult decision based on how they'd be implemented. It could just be Kefla in general like in FighterZ, or the fusion could be treat as an ultimate like how Supersonic Warriors 2 treat Vegetto. I'd say relegating Caulifla to a support part of Kale's combos in that case much like FighterZ treats Z #17 to #18 or Zamasu to Black makes the most sense due to how much they work as a team in the ToP and Caulifla's moveset not having much to distinguish her from Cabba. Frost is an obvious choice and then either Magetta or Botamo would fill the role of a slow, tanky character (most likely Botamo due to his stretching ability being more unique).

Universe 7:
Goku
Vegeta
Freeza

Either Gohan or Roshi

The first 4 were by far the most plot relevant, so they're a given. Gohan would be next in terms of relevance (especially if it's his manga self), but Roshi was given a surprisingly big amount of focus in the arc and arguably has the most diverse moveset of any of the team.

Universe 9:
Bergamo
Lavender
Basil
Roselle
Hop

The Trio de Dangers are obvious choices. Roselle is there as he'd be one of the few characters allowed to fly constantly if the game functions on ToP mechanics and after that it's just roster filler, with Hop being the most likely due to a cat girl having more marketing potential than the others.

Universe 10:
Obuni
Napapa
Dium
Zircor
Murichim or Murisam

Obuni had the most relevance due to his fight against Gohan in the anime. Napapa got a lot of screentime and his sumo attacks give him a distinctive fighting style. Dium having flight and fire breath would set him apart from many. Zircor was apparently meant to have a bigger role in the anime than he did and show off his yoga fighting skills against Ribrianne, so the game could fulfil this by essentially making him the Dhalsim of the ToP. Murichim is given fair relevance prior to the ToP, but he honestly fails in having much to work with compared to Murisam who has a distinctive Muay-Thai fighting style.

Universe 11
Jiren
Toppo
Dyspo
Kahseral
Tupper

The first 4 are easily the most relevant. Tupper is the next most likely to be added due to having more of a solid moveset than the others whilst still capable of both short and long range combat, as well as his Double Pride Spin with Zoiray making for a decent ultimate.
