Kaiosama sends Bubbles to Earth to protect her from all threats and to train Goku.

Let's say Bubbles meets Goku on BoDB.

How would the story unfold?

Despite his great battle power according to guidebooks, Bubbles doesn't seem to have any skill in utilising his power beyond bukujutsu. Not being a combatant, he'd tag along with Goku mainly to teach him to strengthen his tail as well as learn bukujutsu, which he'd accomplish by the time of the 21st TB as well as Kuririn and Roshi learning bukujutsu too. Nothing changes there beyond Goku winning against Giran far easier. Travel in the Red Ribbon Arc becomes far easier, as does escaping the Pirate Cave. Bubbles would be at Kame House when General Blue arrived and step up to stop him, resisting his psychic abilities and beating him away before he can take the radar. The events with Tao Pai Pai still go the same, with Karin telling Goku to climb up the tower properly after he flies up to it as a test and Goku later defeats Gohan after resisting the tail grab.
Having bukujutsu means Kuririn is able to defeat Chaozu easier and Goku may win against Tenshinhan. When Piccolo Daimao shows up, Bubbles is forced to step in and tanks Daimao's attacks, stopping him and bringing a quick end to the arc. Because of this though, Kami and the Dragon Balls disappear and Goku never trains under Popo. Even with Bubbles' help, the Dragon Team are underprepared for Raditz and can only beat him if Bubbles beats him to death after Goku gets him in the full nelson like in canon. Despite this, they'd stand no chance against Nappa and Vegeta a year later, and this ultimately ends in another "Freeza remains unopposed" scenario.

And if we replace Bubbles with Merus, how would the story unfold?

If Merus can still hold his own against 73 Moro without ending his existence immediately, he'd be able to tool any threat the Dragon Team would face without risking his existence for a good while, as well as prepared Goku with UI training far earlier.

If Meerus comes in and beats all of Earth's threats, Goku never becomes anything special even on Earth and never becomes a SSJ.
