New banner and Promotion!

As you can likely see, we have a brand new banner for the forum, and it looks spectacular. It was made by Uncle Goten who has been promoted to the GFX Team. Congratulations and thanks!

This one's better than the last. The base picture is far better and the background is snazzy.

The only issue is that it's stretched on Red Pulse, but I prefer green anyway.
