Overall not a super interesting form but still a missed opportunity. Why bother having this form for like only six minutes? Did a part of the plotline just get cut out?

Usually transformations are necessary to get an upperhand over a more powerful opponent. Baby transformed twice for almost no reason at all. Weird.

Were there any plans considering the elaborate design or is this just another GT sin?

I find that odd too. Was it because the lack of manga therefore Toei need come up more ideas to extend the show as opposed to the original materials where they can just simply expand the manga by adding few fillers?

Would've been better if that was his final form. 2 transformations was extremely pointless. Goku already was defeated by SBV1 and he had to power up again??

Yeah, it's even more pointless than 3rd form Freeza, and that's saying a lot. The best case scenario that can be assumed is believing one of GT's writers was self-aware enough of the franchise to add in a super special awesome transformation that serves literally no purpose beyond a cool design to poke fun at certain transformations in Z, but it's more likely the art directors decided it didn't have a "final form" aura to it like the next one.

I almost feel like they settled on SB2 art style before the saga was written and they literally wrote the saga around this "final" (lolnotfinal) form. (Pretty much working backwards how Vegeta became this cool looking villain.)
