Toppo gap over the Kamehameha

I have Gohan at 75% of Toppo.

Do you think the Kamehameha was barely amped if at all? Or that this scene simply makes no sense?

It really doesn’t make any sense. 17 fights Toppo better on his own than with Gohan? Nah.

I think Toppo was a little tired at the end of his fight against #17, since the latter made Toppo expend a lot of energy, while Toppo shot energy blasts at him.
