Probably because of the anime. Pikachu actually was overweight for like half of the first season, but then slimmed down and became the Pikachu we know of today soon after. In the Pokemon Special manga he still was overeweight looking well into the Gold/Silver/Crystal arc I believe, he slimmed down sometime after Satoshi Yamamoto took over as the artist.

No clue. Maybe Pikachu's original overweight physique, with the shorter arms and legs was harder to animate? Idk. I know that in the original RGB games (which predate the anime and the Special manga) Pikachu's art and in-game sprite were both overweight-looking, but when they revamped the Kanto games in the 3rd generation Pikachu was slimmer with longer limbs. My guess is that they went along with that design to appeal to fans of the animu, since in countries where the Gameboy games weren't licensed, the anime was often the gateway through which fans got into the franchise.

Wasn't there an episode or movie recently which showed Pikachu evolving from his previous, Pichu form? If he wasn't overweight in that episode (which I can't be assed to check), then maybe he got fat from doing nothing in Oak's lab mg

Straight from the art director of the franchise itself. Pikachu's body was changed in order to make its actions easier to animate. It can also be argued a significant amount of how the slimmer design's been pushed further as time went on is due to the constantly changing art style of the franchise with each generation too.
