Who's stronger between Krillin and Yamcha in the 22nd Tenkaichi Budokai?

After fighting Yamcha, Tien believed he was the strongest of the Turtle School but still wasn't impressed and stuck by his words till he saw a little bit of Goku and Jackie Chun's true strength.

Krillin did say he and Yamcha are about equal, but Yamcha had already mastered Kamehameha while Krillin never tried up till his fight with Chaozu.

I think they're equals. Yamcha has the better techniques (Mastered Kamehameha and Roga Fufuken 2.0) but Kuririn is the master fighter.
