He still wasn't completely adept at using Galu's body, at least anime-wise, and likely was purely getting by on Zenkais. I doubt he'd know how to get much stronger in Freeza's body, so he may have been better off just sticking to Galu's body. Suffice to say, not much changes in the long term.
