1. I think the difference between Wolf Fang and its improved version should be more distinguishable.
Place WFF at 1.1x, WFF2 at 1.2x and Yamcha's KHH at 1.33x

No you are wrong about Initial Piccolo Jr. They don't know who he is. Goku is as fast as King Piccolo and no one is suggested to break the King Piccolo level until Tien.

Goku is ABOUT as strong as a human can get. It's subjective who's stronger. As long as they are close that's all that matters.

21st Budokai:

I see nothing necessarily wrong. Maybe I'd lower a little no-tail Goku's advantage over Kuririn as Goku stated that if he could see Jackie's movements, Kuririn should be able to. Basically, Goku thinks Kuririn should perform what he is capable of. 110~112.5 would be better for my tastes. That'd also lower the gap tailess Goku has over Giran, which I think makes sense. Goku sure felt pain upon being hit by Giran's tail and seemed to whine a bit. Goku punching him in the gut had an effect, but not to the point of completely getting him out of the fight. A 80% gap should work.

Red Ribbon

I like their levels. Whilst the levels for characters like the Pirate Robot and Sargeant Metallic is kinda still up in the air, I'd probably raise the Pirate Robot a little considering Goku resorted to a surprise attack using his Janken techinique iirc. But yeah, keeping him below Blue would be wise as Blue's attacks seemed to have more of an effect on Kuririn. Kuririn couldn't believe how good he was, whereas all he said to the Pirate Robot was that he was really strong, which Goku agrees.

Nothing to complain regarding the Uranai Baba sequence. Seems a pretty straightforward arc in regards to the gaps and we have already gone in depth about the power breakdowns in the past. Maybe, just mayeb I'd raise the gap Son Gohan has on Tao Pai Pai a little. While To could get in some shot and force Goku to be on the fight, to use effort, I'd say that both Goku and Gohan are on their own tier compared to Tao.

Rather decent levels for the 22nd Budokai. While we disagree on Chappa's placement in comparison to Kuririn and Yamcha, I won't get too much into that as we've discussed it before and you have your reasons. Although it's worth mentioning that Kame-Sen'nin says all three (which includes Kuririn and Yamcha) had a shot at winning the tournament, which to me implies they are above the level Goku used to tool Chappa. If they were below the level Goku used against Chappa, we know that Yamcha and Kuririn's confidence would have already dwindled, as Goku reveals he hasn't used anywhere near his full power. But yeah, won't get into that. I know that you take Yamcha's line of "didn't know someone could defeat Chappa this easily" as meaning such feat is beyond his possibilities.

Wow, you got Cymbal pretty strong. Close to 22nd Budokai Roshi. Any reason for that?

I agree with your 23rd Budokai levels in general. Although Yamcha and Kuririn were somewhat in the realm of 3 years ago Goku as that speed wasn't enough for them not to see that, they are obviously pretty impressed with such display. Yamcha is even wondering what's up with Ten for considering Goku slow. I also get the vibe that Goku and Tenshinhan were the 1st ones to showcase powers superior to that of Piccolo and Goku from three years ago. The fact that such is commented for their battle alone ought to imply that.

I like that you have Kami way beyond Piccolo, but when you do the weakened breakdown powers, the gap can be stretched even more. It's just amazing that a Piccolo who has lost so much power is still out of Kami's realm.

I'd even argue that Piccolo and Goku in their warm up are already far above Kami. Piccolo or Goku commented how their powers far surpasses Kami, yet Tenshinhan seems surprised at the idea of their initial exchange being just a warm up. I like to think that Piccolo and Goku's warm up is at the level Kami estimates Piccolo to be at when he comments that there's too big of a gap between their powers.

Overall, pretty nice job. Not much to correct and only some small nitipickings.

1) I agree, Goku and Krillen at 21st seem to be implied to be close. Yet, Goku says, I can see him, you should, but Krillen gets speed blitzed. When I think about Jackie Chun or Namu vs W/o Tail Goku, I just have a hard time seeing him be so easily rolled over... I don't think Goku is intended to be that helpless here against them, hence his ability to see Chun's attack while Krillen is panicked...

2) I can agree with that... Gohan being say, 97% and Tao being 88% would probably be more realistic... Ah, how is this for a comparison...

Androids Saga Vegeta >= Goku > Trunks Perhaps something similar to that?

3) When Roshi says he thinks all three can win, I don't take that as a power statement. I don't think Roshi is technically allowed to witness these fights, his, along with the others expressions based on Chappa debunk this as nothing more than a master encouraging his students. Yamcha/Krillen both heavily doubt their chances against Goku and their fate is sealed essentially before they even get in there... Even Roshi doubts his own vastly improved ability... You act as if Roshi doesn't realize Krillen/Yamcha have no chance against Jackie Chun...

4) Cymbal... Child of Daimao, held his own against Yajirobe for a bit, it's tough to accurately place Yajirobe and Cymbal... Also, Korin. I think he's 1.1x the Goku who stole the water jug...

5) Now you are getting it. Tien (Speed Up) is the first showing of something that surpasses Daimao speed... No one seems to get on that and they inaccurately depict Initial Piccolo Jr to King Piccolo's power. But then that diminishes the big reveal in Tien's speed. Shen/Piccolo Jr Powered Up/ Tien/Goku should all be around that Daimao level... We see how easily Shen handles Yamcha and we see how easily Piccolo Jr handles Krillen on Daimao level. Nothing suggests that Tien/Goku would have had any harder of a time against the two of them...

6) Yeah, I'm going to look into your Piccolo Damaged Implications more now... I think you may be on to something...

@FeatsofPower check this out. This is probably the ultimate Part 1 list. Maybe the 23TB could use some adjustments, but that's it.

Making blast amps consistent between Part 1 and Z is the big problem here. We're already struggling with either part alone! Super KHH = 1.5x/1.66x already feels small, but for Vegeta it feels big. Vegeta having lesser amp than Goku and co. on Namek is the way to go.
